Before Ofsted or any UK regulator can approve your registration, you must submit a clear Statement of Purpose and a complete set of policies tailored to your children’s home. These documents show how your service operates, keeps children safe, and meets legal and quality standards.
1. Write your Statement of Purpose (SoP)
Your Statement of Purpose defines your home’s identity and must include:
- Aims and objectives
- Age range and number of children you will care for
- Your care model or therapeutic approach
- Staffing structure and qualifications
- Services provided (education, therapy, family contact)
- Admission criteria and transition planning
- Commitment to equality, safeguarding, and participation
The SoP must be written in professional but human language. Ofsted expects it to reflect the real-world values and systems you will use in daily care.
2. Prepare a Children’s Guide
You must also provide a child-friendly version of your service information. The Children’s Guide should explain:
- What it’s like to live in your home
- Daily routines and house rules
- Children’s rights and how to raise a concern
- Who they can talk to if they feel unsafe
Use plain English and make the guide accessible. Visuals, easy layout, and inclusive language are all important for inspection.
3. Develop your core policies
Ofsted requires the following mandatory policies, adapted to your home’s setup:
Safeguarding and Child Protection Policy
Missing Child Policy
Behaviour Management and Restraint Policy
Anti-Bullying Policy
Equality and Diversity Policy
Complaints Policy
4. Include supporting policies and procedures
Although not mandatory for registration, Ofsted expects most homes to include:
- Staff supervision and training policy
- Health and safety policy payroll, and reporting.
- GDPR and data protection policy
- Medication administration policy
- Emergency evacuation plan
- Whistleblowing policy
These policies demonstrate operational readiness and employer responsibility.
5. Maintain a consistent document format
Each policy and procedure should include:
- Title and version number
- Author and review date (updated annually)
- Clear headings and structured layout
- Consistent language, branding, and formatting
Keep digital versions in a secure folder and print copies for inspection in a labelled policies file.
6. Get a professional review
Before submitting your application:
- Ask a qualified consultant or experienced Registered Manager to check all documents
- Ensure local safeguarding procedures are reflected (these vary by local authority)
- Verify that all contact details are correct and documents are current
Most Ofsted registration delays come from missing, outdated, or non-specific documents. A professional review can reduce this risk.
Summary checklist :
- Your Statement of Purpose must outline your aims, care model, and operational plans
- A Children’s Guide is required and must be age-appropriate and accessible
- Core policies must match UK care regulations and be home-specific
- Additional operational policies enhance inspection readiness and safety
- Have all documents reviewed by a qualified professional before submitting to Ofsted
