Step 6: Recruit Qualified and Suitable Staff

Child Homes

To run a successful children’s home in the UK, you must recruit, vet, and train a high-quality team that meets all Ofsted requirements. Staff suitability is one of the most scrutinised aspects of the registration process. This step outlines how to build your care team safely and professionally.

1. Appoint your Registered Manager

Every children’s home must have a Registered Manager in place before applying for registration. This person will lead daily operations and oversee care, safeguarding, and staff performance.

Minimum requirements include:

  • Level 5 Diploma in Leadership and Management for Residential Childcare (or equivalent)
  • Several years of residential childcare experience
  • Knowledge of the Children’s Homes (England) Regulations 2015 and the Quality Standards
  • Leadership and safeguarding training

Ofsted will assess your manager’s qualifications, experience, and suitability during the registration interview.

2. Build your core staff team

Your staffing structure depends on your care model and number of children. A typical team for a 3–4 bed home may include:

  • 1 Registered Manager (Level 5)
  • 1 Deputy Manager (Level 3/4)
  • 1–2 Senior Support Workers (Level 3)
  • 3–6 Residential Support Workers (Level 3 or working towards it)
  • Relief or bank staff as needed

Aim for a staff-to-child ratio of at least 1:1, especially for homes with children who have complex or therapeutic needs.

3. Follow safer recruitment practices

You must apply robust recruitment procedures that prioritise safeguarding.

  • Two professional references, including one from the most recent employer
  • Full employment history with no unexplained gaps
  • Verified qualifications and certificates
  • A complete staff recruitment file for each employee

No new staff member may work unsupervised until all checks and references are complete.

4. Deliver induction and ongoing training

All staff must receive an initial induction that includes:
  • Safeguarding and child protection
  • Behaviour management and restraint policy
  • Fire safety and health & safety
  • Medication administration
  • Equality, diversity, and inclusion
  • Trauma-informed care principles
  • Missing child procedures
Unqualified staff must complete the Level 3 Diploma in Residential Childcare within two years of joining. Ongoing supervision, appraisals, and training updates are also required.

5. Foster a positive staff culture

Ofsted looks closely at staff wellbeing and turnover. To support retention and care quality:

  • Provide regular team meetings and reflective supervision
  • Encourage post-incident debriefs and emotional support
  • Offer access to counselling or mental health resources
  • Acknowledge staff achievements and celebrate successes

A stable, supported team creates a more stable environment for children.

6. Maintain compliant staff records

Each staff member must have a secure, well-organised file that includes:

Application and CV
Proof of right to work and ID
DBS certificate and references
Qualification evidence
Training history and supervision records

These files are reviewed during Ofsted registration and future inspections.
