What Is the Role of Ofsted in Children’s Homes?

In England, all children’s homes must be registered with and regulated by Ofsted, the Office for Standards in Education, Children’s Services and Skills. Ofsted plays a critical role in ensuring that children’s homes meet the legal and ethical standards required to protect, educate, and support vulnerable children.

Why Is Ofsted Involved?

Ofsted exists to make sure that children in care:
  • Are safe
  • Receive good-quality care and education
  • Have their rights respected
  • Live in homes that are well-led, well-staffed, and well-regulated
Through inspections and monitoring, Ofsted ensures that no child is “out of sight” or at risk due to poor oversight.

Registering a Children’s Home with Ofsted

Before any home can begin operating, it must register with Ofsted and complete a pre-registration process. This includes:
Submission of a Statement of Purpose

Interview with a prospective Registered Manager

Inspection of the home’s premises, policies, and staffing
Background checks and vetting of owners and directors
Assurance that the home complies with the Children’s Homes (England) Regulations 2015
Only once approved can a home lawfully admit children.

What Happens During an Ofsted Inspection?

1714. Full Inspections
(at least once every 1–3 years)
  • Unannounced
  • Review of care quality, safeguarding, leadership, and child outcomes
  • Interviews with staff, managers, and sometimes children
  • Review of records, policies, and incidents
1715. Interim Monitoring Visits
  • Focused reviews following concerns, complaints, or significant changes
  • Can result in requirements, enforcement action, or improvement notices

Homes are graded as:

Outstanding

Good
Requires Improvement
Inadequate
Welcare homes aim for and maintain Good or Outstanding ratings through continuous quality assurance and child-centred practice.

What If a Complaint Is Made?

If a concern is raised about a children’s home by a parent, child, staff member, or professionalk, Ofsted has the power to:
  • Conduct an unannounced inspection
  • Investigate safeguarding or care quality failures
  • Require urgent improvements
  • Suspend or cancel a home’s registration in extreme cases

Transparency and Accountability
