What Are the 9 Quality Standards for Children’s Homes?

What Are the 9 Quality Standards for Children’s Homes?
The 9 Quality Standards are the foundation of how children’s homes are judged in England. Set out in the Children’s Homes (England) Regulations 2015, these standards ensure that every child in residential care receives the kind of nurturing, structured, and empowering experience they deserve.

At Welcare, these standards aren’t just targets, they are a philosophy of care. They guide how we recruit, train, plan, and support every child in our homes.

The Quality and Purpose of Care Standard

Each child should experience care that is warm, personalised, and rooted in understanding their unique needs and background.

How Welcare meets this:
Every child has a tailored care plan, therapeutic routines, and consistent key worker support.
The Children’s Wishes and Feelings Standard

Children should feel listened to, respected, and involved in decisions about their care.

How Welcare meets this:
Children contribute to daily routines, meetings, meal planning, and personal goal setting.
The Education Standard

Every child should receive education that meets their needs and promotes their potential.

How Welcare meets this:
We work closely with mainstream and specialist schools and provide additional learning support when needed.
The Enjoyment and Achievement Standard

Children should take part in fun, fulfilling activities that help them grow in confidence and ability.

How Welcare meets this:
Regular outings, in-house activities, celebration of achievements, and child-led hobbies.
The Health and Wellbeing Standard

Children must have access to physical, emotional, and mental healthcare.

How Welcare meets this:
We offer trauma-informed care, support appointments, and integrate therapeutic sessions where appropriate.
The Positive Relationships Standard

Children should build healthy relationships with adults and peers.

How Welcare meets this:
Our staff are trained to model trust, manage conflict calmly, and help children rebuild attachment and emotional security.
The Protection of Children Standard

Children must be safeguarded from harm and helped to manage risk.

How Welcare meets this:
We maintain robust safeguarding procedures, 24/7 supervision, and risk-managed care plans for every child.
The Leadership and Management Standard

Children’s homes should be run by competent, committed leaders who support staff and improve the service.

How Welcare meets this:
All homes are led by experienced Registered Managers supported by clinical supervisors and ongoing audits.
The Care Planning Standard

Every child must have a thoughtful, well-executed plan for their future, whether that’s reunification, independence, or another setting.

How Welcare meets this:
Transition planning, regular reviews, and close collaboration with local authorities and families.

Why These Standards Matter

These nine standards are what Ofsted inspects against. But more importantly, they represent what every child deserves: a home that sees their potential, meets their needs, and prepares them for the future.
