Step 10: Ensure Ongoing Compliance and Quality

Children Home

Once you understand the regulations for opening a children’s home in the UK, the next step is to establish a compliant legal structure and appoint key individuals. Ofsted requires all applicants to demonstrate clear accountability, qualified leadership, and operational readiness before registration.

1. Follow the Children’s Homes Regulations and Quality Standards

You must continuously meet the expectations set out in the Children’s Homes (England) Regulations 2015 and Quality Standards. Key areas include:

Welfare and safeguarding
Education and learning
Health and emotional well-being
Leadership and management

These regulations should not sit in a policy folder — they must inform daily practice, training, and staff supervision.

2. Maintain Regulation 44 and Regulation 45 reports

Two essential documents underpin your home’s regulatory accountability:

5. Manage incidents, complaints, and notifications properly

You are required to:

  • Record all incidents, restraints, and complaints clearly
  • Notify Ofsted and other professionals about serious events
  • Review each event to learn and improve
  • Share lessons internally to promote a learning culture
