Registering Your Children’s Home with Ofsted

Your Application Documents

A step-by-step guide to navigating the Ofsted registration process, securing approval, and preparing for your first inspection to legally operate your children’s home.

Prepare Your Application Documents

  • SC1 Form (Provider): Information on your organisation’s legal entity, Responsible Individual, and governance.
  • SC2 Forms (Key Individuals): Details for the Registered Manager and any other influential persons.
  • Statement of Purpose (SoP): Comprehensive document outlining your home’s model, services, staffing, and care philosophies.
  • Supporting Documents: Floor plans, insurance certificates, staff DBS checks, policies, and evidence of training.

Submit Your Application to Ofsted

Online Submission

Use Ofsted’s online portal to upload SC1, SC2 forms, and all supporting documents.

Application Fee

Pay the statutory registration fee (currently £2,030 for new providers—confirm on Ofsted’s website).

Acknowledgement & Timeline

Ofsted typically acknowledges receipt within 2 weeks; full registration can take 16–20 weeks.

Ofsted Assessment Process

  • Document Review: Ofsted evaluates your policies, SoP, and evidence of compliance with Quality Standards.
  • Interviews & Checks: The Inspectorate will interview the Responsible Individual and Registered Manager, and may conduct background checks.
  • Site Visit: A pre-registration visit to inspect the premises against health, safety, and suitability criteria.

Respond Promptly

If Ofsted requests additional information or amendments to documents, provide updates within specified deadlines.

Action Plans

Implement required changes (e.g., minor property adjustments, policy clarifications) and submit evidence of completion.

Receiving Registration & Preparing for Admission
  • Registration Certificate: Once approved, you’ll receive a certificate with your Unique Reference Number (URN). Display this prominently on-site and online.
  • Post-Registration Tasks: Finalise staff inductions, complete any remaining premises works, and schedule a launch date.
  • First Inspection: Expect your first full inspection within 12 months of registration; ensure records, staff, and premises remain inspection-ready.
